Saliba Agency Forces Constance to Abort her Baby
Constance found out in Lebanon that she was pregnant. She wanted to go home and have the baby. Saliba Agency forced her to have an abortion and sent her to work.

THE STORY
Constance first contacted our Facebook page on 15 August, 2019. Her message was, “Good morning this is Lebanon, please my name is Constance from Ghana. I have been in Lebanon for one and half years and I have pass through storms and I want to go back home. Please am dying slowly this is Lebanon please help me find my way home. I want to run away n give myself to the police. Can it please be possible?”
What was Constance’s problem? She was owed 5 months salary i.e. $1,000. She was regularly made to clean her employers’ relatives’ houses as well as their company premises in Zahle. Her madam was constantly shouting at her. We wrote to her employer on WhatsApp: “Constance would like to break her contract and leave early. There is a flight to Ghana at 3:05 am on Tues 20/8. According to my info, the flight is just under what you owe her in salary. Please use her salary to pay for the flight. Thank you very much.”
Her response: “Thank you for your kindness & hers I never met someone like her in my life at all we're so kind people. I treat her part of my family but she doesn't deserve. From the 1st day she come like this if I give her remark to do her job she do like this. She's living the best life.” Initially they refused to release her claiming that her contract was 3 years (there are no 3 year contracts despite what agencies claim). Because they eventually allowed her to travel home we are hiding their identity.
Constance also had a problem with her agency - Saliba. When she arrived in Lebanon a pregnancy test revealed that she was pregnant. She conceived just before leaving Ghana so the pregnancy didn’t show up on any tests there. Constance has 3 year old twins and she and her husband wanted to keep the baby. She asked to return to Ghana but Saliba Agency forced her to have an abortion against her will. Abortions are illegal in Lebanon. A staff member from Saliba made the arrangements and took her to the clinic. Three days after the abortion, while she was still recovering, they forced her out to work.
Saliba Agency is well-known to This Is Lebanon for their abuse of domestic workers. We have had many women contact us as shown in the quotes below.

This is the contract Saliba make domestic workers sign. The rules are:
- I should say Good Morning in the morning and Good night in the evening.
- I should say Madame/Mister.
- I should Smile and be Friendly all the time.
- I should follow the Sponsor work schedule.
- I should follow the Sponsor house rules.
- I should follow the Sponsor way of cleaning and organizing the house.
- I should not break stuff.
- I should clean well the house.
- I should offer help constantly even if I finished my work.
- I should keep my mobile with madam and without a pass code.
- If my sponsor returned me to the agency due to a big issue I made, the agency will take financial action regarding my income.
- I should not smoke or drink alcohol.
- I should not ask for any salary advance.
- I should not break my contract under any circumstances. My contract is for ___ years. If I broke my contract I should work for free until I pay back the amount I broke and the ticket price.
- If my sponsor has 2 houses, I should help out in both houses under the proper schedule placed by my sponsor.
- I should do some minor work with my sponsor will specify on my rest day.
- I should not go out alone under any circumstances.
- I should not ask for a salary raise before my contract ends.
- I should wear my clean uniform while working.
- I should not keep any cash money on me.

Every Lebanese madam knows that if she takes her domestic worker to the agency, there is a very good chance the worker will be beaten up. When will the Ministry of Labour in Lebanon begin to hold agencies accountable for their abuse? When will there be proper oversight of the industry?

She has been reported to steal from domestic workers who come through the agency. She also had a vitriol response to our inquiry into the actions of Saliba Agency.

اتصلت كونستانس أولاً بصفحتنا على فيسبوك في 15 آب 2019. كانت رسالتها، "صباح الخير "هذا لبنان"، من فضلك اسمي كونستانس من غانا. لقد أقمت في لبنان لمدة عام ونصف، وعبرتُ العواصف وأريد العودة إلى بلدي. أرجوكم إني أموت ببطء، أرجو "هذا لبنان" مساعدتي في إيجاد طريقي إلى بلدي. أريد الهرب و تسليم نفسي للشرطة. هل هذا ممكن من فضلكم؟ "
ما هي مشكلة كونستانس؟ بلغت قيمة مستحقاتها غير المدفوعة رواتب 5 أشهر، أي 1000 دولار. كانت تُجبر بانتظام على تنظيف منازل أقارب أصحاب عملها فضلاً عن مقر شركتهم في زحلة. كان سيدتها تصرخ بوجهها باستمرار. لقد كتبنا إلى صاحبة عملها على واتساب: "ترغب كونستانس في إنهاء عقدها والمغادرة مبكراً. هناك رحلة إلى غانا في الساعة 3:05 صباح يوم الثلاثاء 20/8. وفقاً لمعلوماتي ، فإن الرحلة الجوية أقل بقليل مما تدينين به لها من رواتب. يرجى استخدام رواتبها لدفع ثمن الرحلة. شكراً جزيلاً لك." ردها: " شكراً لك على لطفك و لطفها، ولم ألتق بشخص مثلها في حياتي مطلقاً. نحن أشخاص لطفاء جداً. لقد عاملتها كفرد من عائلتي لكنها لا تستحق ذلك. من اليوم الأول الذي أتت فيه إذا أعطيتها ملاحظة للقيام بعملها، فهي تفعل هذا. إنها تعيش أفضل حياة ". في البداية رفضوا الإفراج عنها مدعين أن عقدها كان 3 سنوات (لا توجد عقود لمدة 3 سنوات على الرغم مما تدعي به الوكالات). لأنهم سمحوا لها في النهاية بالسفر إلى بلدها، فإننا نخفي هويتهم.
واجهت كونستانس أيضاً مشكلة مع وكالتها - صليبا. عندما وصلت إلى لبنان كشف اختبار الحمل أنها حامل. لقد حبلت قبل مغادرتها غانا، لذا لم يظهر الحمل في أي اختبارات هناك. لدى كونستانس توأمان يبلغان من العمر 3 سنوات وأرادت هي وزوجها إبقاء الطفل. طلبت العودة إلى غانا لكن وكالة صليبا أجبرتها على الإجهاض ضد إرادتها. الإجهاض مخالف للقانون في لبنان. قام موظف من صليبا بالترتيبات وأخذها إلى العيادة. بعد ثلاثة أيام من الإجهاض، بينما كانت لا تزال تتعافى، أجبروها على العمل.
وكالة صليبا معروفة ل " هذا لبنان " بإساءة معاملتها لعاملات المنازل. لقد اتصلت بنا العديد من النساء. على سبيل المثال:
"مرحبا يا سيدي، أنت تعرف وكالة صليبا في انطلياس، وأعتقد أن المالك هو جوزيف صليبا، إنهم يضربون أحدى المساعدات هناك. كنت هناك في ذلك الوقت عندما ضربوا فتاة فلبينية. كما أخذت مدام داليدا كل أغراضي."
"لديّ زميلة في العمل قبل أن تذهب إلى وكالة صليبا في انطلياس، أخبرتني أن وكالة صليبا ليست جيدة. إذا ما قام صاحب العمل بإعادة المربية إلى وكالة صليبا فإنهم يضربونها".
"إذا عدتي إلى المكتب فسوف يعاقبك إذا لم يكن لديك سبب وجيه. قابلت فتاة واحدة عادت إلى مكتب صليبا، قام الرجل بضربها وركلها داخل المرحاض. صفعها وخرجت كلمات سيئة من فمه ".
هذا هو عقد العمل الذي يرغم صليبا عاملات المنازل على التوقيع عليه. القواعد هي:
- يجب أن أقول صباح الخير في الصباح، وتصبحون على خير في المساء.
- يجب أن أقول سيدتي / سيد.
- يجب أن أبتسم وأكون لطيفة في كل وقت.
- يجب أن أتبع جدول عمل الكفيل.
- يجب أن أتبع قواعد منزل الكفيل.
- يجب أن أتبع طريقة الكفيل في تنظيف وتنظيم المنزل.
- لا يجب أن أكسر الأشياء.
- يجب أن أنظف المنزل جيداً.
- يجب أن أقدم المساعدة باستمرار حتى لو أنهيت عملي.
- يجب أن أبقي هاتفي المحمول مع سيدتي وبدون كلمة مرور.
- إذا أعادني كفيلي إلى الوكالة بسبب مشكلة كبيرة قمت بها، فستتخذ الوكالة إجراءً مالياً بخصوص دخلي.
- يجب أن لا أدخن أو أشرب الكحول.
- لا يجب أن أطلب أي راتب مقدماً.
- لا ينبغي لي فسخ عقدي تحت أي ظرف من الظروف. مدة عقدي ___ سنوات. إذا فسخت العقد، يجب أن أعمل مجاناً حتى أسدد المبلغ الذي كبّدتهم و ثمن التذكرة.
- إذا كان لدى الكفيل منزلان ، فيجب أن أساعد في كلا المنزلين وفقاً للجدول الزمني المحدد الذي وضعه الكفيل.
- يجب أن أقوم ببعض الأعمال البسيطة مع الكفيل في يوم راحتي.
- يجب أن لا أخرج وحدي تحت أي ظرف من الظروف.
- يجب أن لا أطلب رفع الراتب قبل انتهاء العقد.
- يجب أن أرتدي الزي الرسمي النظيف أثناء العمل.
- لا يجب أن أحمل أي نقود معي.
تعرف كل سيدة لبنانية أنها إذا أخذت عاملة المنازل عندها إلى الوكالة ، فهناك إحتمال كبير بأنها ستُضرب. متى ستبدأ وزارة العمل في لبنان بمساءلة الوكالات عن انتهاكاتها؟ متى سيكون هناك رقابة مناسبة على الصناعة؟
